Promotion to Division One

Promotion and relegation between Division One and Division Two was again decided by a set of test matches. However, there was a change in format to the previous season.

The top two clubs in Division Two would play the bottom two clubs in Division One both home and away in a mini-league. At the end, the top two clubs in this mini-league would play in Division One in the 1896-97 season and the bottom clubs would play in Division Two.

As a result of the Test matches, Liverpool and West Bromwich Albion were elected to play in Division One in the 1896-97 season.

Small Heath and Manchester City were not elected and were invited to play in Division Two in the forthcoming season.

Re-election

Rotherham Town did not seek re-election to the League. Therefore, just Crewe Alexandra and Burslem Port Vale were forced to seek re-election. They were joined in the vote by 7 non-League clubs.

Blackpool (17 votes), Walsall (16 votes) and Gainsborough Trinity (15 votes) were elected to the League. Burslem Port Vale (10 votes) and Crewe Alexandra (4 votes) were not re-elected. Crewe would not make another appearance in the Football League until 1921.

Luton Town (10 votes), Fairfield Athletic (3 votes), Glossop North End (3 votes), Macclesfield (2 votes) and Tottenham Hotspur (2 votes) were not elected to the League.
